The Bureau of State Enterprises (BSE), which is transitioning into the State-Owned Enterprises Authority of Liberia (SEAL), has conducted a comprehensive training on the Electronic Document Management System (EDMS) as part of efforts to strengthen institutional capacity and support the Government of Liberia’s digital transformation agenda.
The training, held on July 17 at the Bureau’s conference room on Capitol Bypass, brought together staff members to familiarize them with the new electronic platform that is expected to improve efficiency, transparency, and accountability in government procurement and document management.
The initiative forms part of the Government’s broader digital transformation strategy under the ARREST Agenda for Inclusive Development (AAID), which identifies digital connectivity and modernization as key national development priorities.
Opening the session, Deputy Director General for Administration and Finance, Hon. Joseph Boye Cooper, said the Bureau’s transition to SEAL requires modern systems capable of supporting effective oversight of State-Owned Enterprises (SOEs).
He described the EDMS as more than a technological upgrade, calling it a strategic tool that will improve transparency, efficiency, and accountability in public financial management while aligning the Bureau with the Government’s national digital transformation agenda.
According to Cooper, the system will also strengthen the Bureau’s oversight responsibilities by promoting higher standards of professionalism and integrity. He encouraged participants to actively engage in the training and apply the knowledge gained to improve service delivery to the Liberian people.
The training was facilitated by the Ministry of Finance and Development Planning (MFDP), which is expected to officially launch the EDMS nationwide later this month.
The electronic platform is designed to digitize government procurement processes by enabling procurement officers across Ministries, Agencies, and Commissions (MACs) to initiate procurement requests electronically, reducing paperwork and shortening approval timelines.
The session was led by Mr. Ralph D. Mapping Jr., a System Analyst and Software Developer serving as a consultant with MWETANA, the developer of the system.
Mr. Mapping explained that the EDMS is intended to replace traditional paper-based procurement procedures with a fully digital system capable of improving procurement management and facilitating faster financial transactions to vendors across government institutions.
During the practical demonstration, participants were introduced to the platform’s accessibility through both desktop computers and mobile devices. The training covered key features including Local Procurement Orders (LPOs), Electronic Vouchers (EVs), procurement workflows, document tracking, and integration with the Integrated Financial Management Information System (IFMIS).
Originally introduced in 2016 and later upgraded, the EDMS is expected to serve all 107 government spending entities. The system allows institutions to scan and upload procurement documents electronically through fiber-optic infrastructure, minimizing the need for physical submission of documents while enabling real-time tracking of procurement transactions by both the Ministry of Finance and spending entities.
The Bureau said adopting digital platforms such as the EDMS reflects its commitment to improving operational efficiency, strengthening corporate governance, and enhancing regulatory oversight of State-Owned Enterprises as it transitions into the State-Owned Enterprises Authority of Liberia.
The training also underscores the Bureau’s commitment to supporting the Government’s broader public sector reform efforts and advancing the digital governance objectives outlined under the ARREST Agenda for Inclusive Development.
