MONROVIA – The Liberia National Police and Morocco’s General Directorate of National Security have signed a landmark Memorandum of Understanding (MoU) aimed at strengthening security and law enforcement cooperation between the two countries.
The agreement, announced Monday, establishes a framework for collaboration in combating transnational crime, terrorism, cybercrime, human trafficking, financial crimes, and other emerging security threats affecting both regional and global security.
According to the Liberia National Police, the partnership represents a major step toward deepening bilateral relations between the Republic of Liberia and the Kingdom of Morocco while enhancing institutional modernization and operational readiness within Liberia’s security sector.
The Memorandum outlines cooperation in several strategic areas, including intelligence and information sharing, specialized police training, border security and migration management, public order operations, counterterrorism measures, cybersecurity cooperation, forensic investigations, drone technology, surveillance systems, and joint operational coordination.
Inspector General of Police Gregory O.W. Coleman described the agreement as an important response to evolving global security challenges that increasingly transcend national boundaries.
“Contemporary security threats increasingly transcend national borders and require stronger international partnerships grounded in professionalism, mutual respect, lawful cooperation, and shared security interests,” Coleman said.
He added that the cooperation framework reflects the Liberia National Police’s ongoing commitment to modernization, professional excellence, and international collaboration in addressing complex security threats.
The police administration emphasized that the Memorandum is a non-binding cooperation instrument that respects the sovereignty, constitutional frameworks, and national laws of both Liberia and Morocco.
The Liberia National Police also expressed appreciation to Joseph Nyuma Boakai, Sr., the Government of Liberia, and the Embassy of Liberia near Rabat for supporting efforts to strengthen Liberia’s international security partnerships.
Additionally, the police thanked Morocco’s General Directorate of National Security for its commitment to promoting professional cooperation and advancing collective efforts toward regional and international peace and security.
Authorities say the agreement is expected to contribute to national stability, investor confidence, economic resilience, and improved public safety across Liberia.
