Who is who between two of Liberia’s top health experts in terms of their professional backgrounds has taken center stage as the country’s health sector grapples with multiple challenges.

The leadership of the two experienced medical professionals whose contributions continue to shape the country’s healthcare system has come into sharp focus.
Comparing former Health Minister Dr. Wilhelmina S. Jallah of the Coalition for Democratic Change (CDC) administration and current Health Minister Dr. Louise Mapleh Kpoto of the Unity Party (UP) administration highlights two accomplished obstetrician-gynecologists with strong records in clinical medicine, public health, and healthcare leadership.
Dr. Wilhelmina Jallah served as Minister of Health during the administration of former President George Weah. Prior to her appointment, she built an extensive medical career spanning more than three decades, particularly in obstetrics and gynecology.

At the John F. Kennedy Medical Center, Dr. Jallah served as Acting Head and Educator for the Obstetrics and Gynecology Department and also directed the hospital’s Gynecological Cancer Program. Her work contributed significantly to women’s healthcare services and medical training in Liberia.
Beyond public service, she founded the Hope for Women International Medical Center, where she served as Chief Executive Officer and Medical Director. The institution gained national recognition for remaining operational during Liberia’s 2014 Ebola outbreak, providing healthcare services during one of the country’s most challenging public health crises.
Dr. Jallah also earned advanced medical qualifications and became a Fellow of both the Liberia College of Physicians and the West African College of Physicians, strengthening her reputation as one of Liberia’s experienced healthcare professionals.
Meanwhile, Dr. Louise Mapleh Kpoto was appointed Minister of Health in February 2024 under the administration of President Joseph Nyuma Boakai. Like her predecessor, Dr. Kpoto is also a trained obstetrician-gynecologist with a strong focus on maternal and reproductive health.
Before assuming the ministerial role, Dr. Kpoto served as a lecturer at the Liberia College of Physicians and Surgeons and worked as a consultant at the John F. Kennedy Medical Center. Her professional career combines medical practice, research, public health leadership, and academic instruction.
Academically, Dr. Kpoto possesses an extensive educational background, holding a Doctor of Medicine (MD), a Master of Public Health (MPH) in Epidemiology, a Master of Medicine (MMed) in Obstetrics and Gynecology, and a PhD in Tropical Medicine.
In February 2025, she was inducted as a Fellow of the West African College of Surgeons (FWACS), further elevating her standing within the regional medical community.
As Health Minister, Dr. Kpoto has prioritized expanding community healthcare services, strengthening human resource capacity within Liberia’s health sector, and introducing digital healthcare innovations such as telemedicine and mobile clinic services through partnerships with organizations including the United Nations Development Programme (UNDP).
She has also focused on improving healthcare infrastructure in underserved communities across the country as part of efforts to increase access to quality healthcare services.
Both Dr. Jallah and Dr. Kpoto are widely recognized for their contributions to Liberia’s healthcare system, particularly in maternal health, medical education, and institutional leadership. While Dr. Jallah’s experience is strongly associated with clinical healthcare delivery and emergency health response, Dr. Kpoto’s leadership has increasingly emphasized public health innovation, healthcare modernization, and system strengthening.
Their respective tenures reflect different approaches to healthcare leadership but demonstrate a shared commitment to improving healthcare services and advancing Liberia’s medical sector.
