The Speaker of the House of Representatives, Richard Nagbe Koon, has emphasized the growing importance of diplomacy, professionalism, and international cooperation in strengthening governance and national development in Liberia.
Speaking as keynote speaker at the graduation convocation of the Gabriel L. Dennis Foreign Service Institute, May 19, 2026, Speaker Koon described diplomacy as a critical tool for effective leadership in today’s interconnected world.
The ceremony honored the Institute’s Executive Class of 2025 and Noble Class of 2026 and brought together lawmakers, public officials, graduates, and invited guests.
Addressing the graduates, Speaker Koon said lawmakers and public servants must go beyond legislation and oversight by engaging international partners and contributing to discussions on peace, trade, security, and economic development.
“Diplomacy is not just about protocol, formal meetings, or foreign travel,” Koon stated.
“At its core, diplomacy is the art of communication, negotiation, relationship-building, and peaceful engagement.”
The House Speaker praised members of the Legislature who participated in the six-week diplomatic orientation and refresher training program, describing the initiative as an important investment in institutional capacity-building.
He further highlighted the increasing role of parliamentary diplomacy in strengthening democratic institutions and international partnerships, noting that Liberia cannot afford to be absent from global conversations affecting governance and development.
Speaker Koon also reaffirmed the Legislature’s commitment to continued collaboration with the Foreign Service Institute through future diplomatic training, leadership seminars, policy dialogue programs, and exchange initiatives.
In a significant pledge, he assured continued legislative budgetary support to the Ministry of Foreign Affairs of Liberia and the Foreign Service Institute to strengthen the country’s diplomatic engagement efforts.
The Speaker urged graduates to apply the knowledge acquired in promoting unity, professionalism, civility, and constructive national engagement while prioritizing Liberia’s interests.
