
Monrovia-The Government of Liberia, through the Ministry of National Defense, has signed a decree on Military Cooperation with the Arab Republic of Egypt, aimed at strengthening defense relations and building the capacity of Liberia’s Armed Forces.

The agreement was signed on Sunday, September 27, 2026, in Cairo, Egypt by Deputy Minister of Defense for Operations, Spencer G. N. Leeco, on behalf of the Government of Liberia, and Major General Walaa Adel Bibers, Assistant Minister of Defense for Foreign Relations, for the Government of Egypt.
The newly signed military cooperation protocol provides a framework for a structured and long-term security partnership between the Ministry of National Defense of Liberia and the Egyptian Ministry of Defense.
Speaking during the signing ceremony, Deputy Minister Leeco highlighted the historical and diplomatic ties between Liberia and Egypt, stressing the need to move from informal security engagements toward a formal and sustainable defense cooperation framework.
Leeco described the signing as a milestone in the relationship between the two countries and conveyed fraternal greetings from Liberia’s Acting Minister of National Defense, Cllr. Natu Oswald Tweh, and the people of Liberia.
Under the agreement, Liberia is expected to benefit from a predictable annual allocation of specialized military training programs.
The cooperation will cover several areas, including military training and education, intelligence and security, logistics services, and the exchange of expertise, technicians, and professionals in various military fields.
The agreement will also include cooperation in Special Forces and other areas of military development.
To support the implementation of the protocol, Liberia and Egypt will establish a Joint Committee with equal representation from both countries.
The committee will be responsible for overseeing and implementing the provisions of the agreement. The protocol also provides for the appointment of focal points who will organize and coordinate the committee’s activities following its first meeting.
As part of efforts to ensure effective implementation of the agreement, the Liberian delegation requested the stationing of an Egyptian Defense Attaché at the Egyptian Embassy in Monrovia.
Deputy Minister Leeco also conveyed greetings from the Chief of Staff of the Armed Forces of Liberia, Major General Davidson F. Forleh, and expressed hope that Major General Forleh would make a high-level visit to Cairo to help advance the implementation of the newly signed military cooperation agreement.
For his part, Major General Bibers assured Liberia of Egypt’s support in strengthening the capacity of the Armed Forces of Liberia.
He encouraged Liberia to explore more than 100 military disciplines in which the country could benefit from Egypt’s expertise and training opportunities.
Major General Bibers also has previous experience in Liberia. In 2008, he served as a Military Observer with the United Nations Mission in Liberia (UNMIL), assigned to Team 3 in Kakata, Margibi County.
In 2009, he served as a staff officer at the UNMIL Headquarters under the J2 Collection Coordination and Intelligence Requirements Management (CCIRM).
The signing of the protocol marks a new step in Liberia-Egypt defense relations, with both sides expected to work through the Joint Committee and designated focal points to advance the areas of cooperation outlined in the agreement.
