Monrovia-Montserrado County Superintendent Whroway Bryant has called for the full implementation of Liberia’s revenue-sharing framework to give counties greater control over resources generated within their jurisdictions.
Speaking on ELBC’s Super Morning Show on Monday, Superintendent Bryant said counties continue to face financial challenges in meeting development needs and supporting major activities, including the National County Sports Meet.
He stressed the need for predictable funding through Liberia’s decentralized development system, saying the full implementation of the framework would help counties better plan and respond to their development needs.
Superintendent Bryant also urged the government to accelerate the implementation of the Local Government Law, which was enacted in 2018.
According to him, the law is important to strengthening decentralization and ensuring that local authorities have greater responsibility and resources to address issues affecting their communities.
Bryant further said the establishment of the Local Government Fiscal Board would be important in ensuring the proper distribution of revenues among local communities, counties, and the national government.
He noted that a functional fiscal system would help provide a clearer framework for the sharing and management of resources at the local and national levels.
The Montserrado County Superintendent also disclosed that training has already been conducted for county superintendents, finance officers, and development officials as part of efforts to strengthen the decentralization process.
Meanwhile, Superintendent Bryant identified limited financial resources and poor road connectivity as some of the major challenges affecting development in Montserrado County.
He said addressing these challenges would require stronger financial support and improved coordination under the country’s decentralized development system.
Bryant’s comments come amid ongoing discussions about strengthening local governance and ensuring that counties have the resources needed to carry out development activities and respond to the needs of residents.
