LE HAVRE- FRANCE0Liberia and France have signed a landmark Memorandum of Understanding (MoU) aimed at strengthening cooperation in port development, modernization, and maritime innovation through a partnership between the National Port Authority (NPA) and France’s HAROPA PORT.
The agreement, signed in Le Havre and facilitated by the Embassy of Liberia in France under the leadership of Ambassador Dr. Teeko Teeko Tozay Yorlay, Sr., establishes a framework for collaboration in smart port technology, digital transformation, automated terminal operations, infrastructure modernization, capacity building, and sustainable maritime development.
NPA Managing Director Sekou A. M. Dukuly described the agreement as a strategic, long-term partnership that aligns with Liberia’s vision of modernizing its port infrastructure and improving operational efficiency.
According to Dukuly, the collaboration will enhance the country’s maritime capabilities while deepening international cooperation and positioning Liberia’s ports to meet global standards.
HAROPA PORT’s Director for International Relations, European Affairs and Strategic Foresight, Cedric Virciglio, welcomed the partnership, emphasizing that it provides an opportunity for innovation, knowledge exchange, and stronger cooperation between Africa and Europe.
Virciglio said the agreement would promote sustainable maritime development and facilitate greater trade connectivity between the two regions.
The partnership supports Liberia’s broader agenda to modernize the ports of Monrovia, Buchanan, Harper, and Greenville, improve trade facilitation, attract investment, and strengthen the country’s maritime sector through international collaboration.
HAROPA PORT, which combines the ports of Le Havre, Rouen, and Paris, is France’s largest river and maritime port complex and the fourth-largest in Northern Europe. Its network connects Europe with nearly 650 ports worldwide, giving Liberia access to international expertise and globally recognized best practices in port management, logistics, and maritime operations.
