Monrovia-The Director General of the Cabinet Office has announced plans to extend the Performance Management and Compliance System (PMCS) to lower-level government employees, a move he said is intended to strengthen accountability and ensure the effective implementation of government policies and presidential directives.
The Director General made the announcement while addressing institutional focal persons, urging them to take greater responsibility for following up on government decisions and ensuring that commitments made by public officials translate into tangible results.
He explained that the expanded system would require employees across government institutions to work toward clearly defined objectives and performance targets aligned with commitments their respective ministers make to the President.
According to him, the initiative is intended to ensure that every employee understands their role in achieving institutional objectives and contributing to the government’s development agenda.
He stressed that improving government performance requires more than making policies and decisions, emphasizing that officials at every level must be committed to implementing them.
The Cabinet Office chief also reminded participants that public service is a privilege and not a position of superiority over other citizens.
He urged government officials to remain dedicated to their responsibilities regardless of their positions or titles, noting that their primary obligation is to serve the Liberian people and ensure the delivery of essential services.
He further challenged institutional focal persons to be assertive in engaging ministers, heads of agencies, and other senior officials on matters requiring action, particularly those involving presidential directives.
The Director General said focal persons must regularly follow up on government decisions, consult relevant authorities, and maintain close communication with the Cabinet Office to monitor progress and address implementation challenges.
He emphasized that effective coordination among government institutions is necessary to ensure that decisions made at the highest level are carried out by the institutions responsible for their execution.
On the expansion of the PMCS, he said linking employees’ performance targets to commitments made by ministers would promote a coordinated approach to government operations and make officials more accountable for the results they deliver.
He added that every employee has a role to play in achieving institutional targets and advancing the government’s broader development priorities.
The Director General also underscored the importance of the government’s ARREST Agenda for Inclusive Development, describing its implementation as a collective responsibility requiring the commitment of public officials across government.
He noted that the agenda contains targets to be achieved by 2029 or 2030, in line with Liberia’s broader Vision 2030 aspirations.
He urged institutional focal persons to take ownership of the process, stressing that their responsibilities are critical to achieving the country’s development objectives and improving the lives of citizens.
The Cabinet Office chief cautioned that the decisions and actions of government officials would have consequences for millions of Liberians, including future generations, and called on participants to approach their duties with a strong sense of responsibility.
He concluded by encouraging institutional focal persons to maintain open communication with the Cabinet Office and promptly report difficulties affecting their work.
He assured them of his office’s willingness to provide assistance, stressing that teamwork, accountability, and effective coordination are essential to translating government commitments into measurable results.
