
Former General Services Agency (GSA) Director and Monrovia City Major Mary Broh has briefed a sigh of relief after her criminal prosecution came to an end when Criminal Court “C” granted the government’s request to discontinue proceedings against her in the controversial Saudi Rice case.
Broh was one of former government officials indicted by the state in connection with the alleged misapproprietion of a Saudi Arabia donated rice to Liberia.
Assigned Judge Ousman F. Feika, on Tuesday, August 11, 2026, granted a nolle prosequi application filed by the prosecution, effectively removing Broh from the list of defendants in the case.
The application was originally filed by the prosecution on July 3, 2025, seeking to discontinue the case against the former GSA Director-General.
In his ruling, Judge Feika said the prosecution was legally authorized to withdraw the case under Chapter 18, Section 18.1 of Liberia’s Criminal Procedural Law.
Following the ruling, the court ordered that Broh’s criminal appearance bond be returned, or its equivalent value where applicable, formally ending her involvement in the proceedings.
Broh was among several former government officials linked to the Saudi Rice case, which centers on allegations involving the handling and use of public resources.
While the prosecution has withdrawn its case against Broh, proceedings will continue against the remaining defendants, who are facing multiple criminal allegations.
The charges include theft of property, economic sabotage, misuse and illegal disbursement of public funds, misapplication of entrusted property, abuse of office and criminal conspiracy.
The case also moved closer to trial on Tuesday, as prosecutors presented approximately 90 exhibits during the discovery process.
Defense lawyers challenged the prosecution’s submissions, raising concerns over documents they said were either missing or difficult to read. The court subsequently directed the prosecution to provide clearer copies of the disputed documents and furnish the defense with the Grand Jury Transcript.
Judge Feika also acknowledged an amended indictment submitted by the prosecution and ordered that it be incorporated into the official court record.
With the preliminary matters addressed, the court ruled the case to trial and scheduled proceedings for August 17, 2026.
The withdrawal of the case against Broh leaves the remaining defendants to face trial on the allegations brought against them by the state.
As with all criminal proceedings, the remaining defendants are presumed innocent unless proven guilty beyond a reasonable doubt by a court of competent jurisdiction.
