
The Central Bank of Liberia, Forestry Development Authority, Ministry of Youth and Sports, Office of Ombudsman and many others have been filled with new appointees as President Joseph Nyuma Boakai made a series of appointments across several government institutions.

The Executive statement announcing the appointments Tuesday said they aimed at strengthening public institutions and improving service delivery. Appointments requiring legislative approval remain subject to confirmation by the Liberian Senate.
Those appointed include F. Alphonso Y. Belleh II, Deputy Minister for Youth Development at the Ministry of Youth and Sports, Cllr. T. Emmanuel Tomah, Relieving Judge within the Judiciary, Atty. Etmonia Mueadeh Martin, Chairperson, Office of the Ombudsman (to fill a vacancy) while Cllr. Sagie F. Kamara, Sr. has been appointed Commissioner.
Also, Mr. Sundeh A. Blanyon is nominated Deputy Managing Director for Technical Services at the Forestry Development Authority, while Ms. Euphemia Sweh-Monmia has been named Deputy Governor for Economic Policy at the Central Bank of Liberia.
At the Ministry of Mines and Energy, Moses Y. Kollie has been appointed Industrial Relations Manager at China Union/Bangli, while Fahnlon B. Gbakoyah has been appointed Industrial Relations Manager at MNG Gold in Bong County.
The President also appointed Mr. Feweh Sherman to the Task Force to Curb Illicit Mining, replacing Mr. Prince Mulbah.
In a major judicial development, President Boakai has appointed 73 individuals as Stipendiary and Associate Magistrates across 13 counties.
The appointments cover Montserrado, Grand Bassa, Sinoe, Maryland, Grand Cape Mount, Grand Gedeh, Nimba, Bong, Lofa, Bomi, Grand Kru, River Cess, and Gbarpolu Counties.
In Montserrado County, the appointees are Cllr. Augustus Tarpeh, Associate Magistrate for Bushrod Island; Cllr. Lawrence Jackson, Gardnersville; Cllr. T. Joseph B. Debblay, Omega; and Atty. Bartholomew B. Colley, Bensonville.
Grand Bassa County will have Josiah Weah at Owensgrove; Diana Okai Nah at Compound #3; Jerome L. M. Kollie at Lower Buchanan City; David T. Momoh and Peter S. Brown at St. John; Joe G. Cooper at Palm Bay; and Christiana R. Deen at LAC Magisterial Court.
In Sinoe County, Washington D. Twoe was appointed to Gbalakpo; Emmanuel Jarboe to Dinyankpo; Theophilus T. Taylor to Juazon; Levi Tarpeh Wleh-Sam and Nelson W. Koffa to Kaisieh; Fayiah S. Rogers to Tubmanville; Anthony T. Geeplay to Kroah; Sayenneh T. Brown to Unification; Dexter K. Dugbeh to Jacksonville; S. Ojuku Sneh to Tuzonburg; Myer F. Wleh to Geetroh; and Atty. Joseph O. Brown as Stipendiary Magistrate for Greenville City.
In Maryland County, Josephine J. Davies was appointed to Karloken; Jetty C. Dalieh to Manolu; Benedict J. Mombo to Glofaken; Francis O. Kollie to Pleebo City; and Abigail J. Hoffman to Pleebo.
Grand Cape Mount County has Famatta Rogers-Wiefue appointed to Robertsport and Edelle A. Pettiquoi to Tieni.
In Grand Gedeh County, Bennie Harris Zeon was appointed to Zleh Town; Augustine Q. Philips to Ziah Town; and Edwin T. Taley to Putu.
Nimba County received the largest number of appointments. They include S. Stephen Karter and Aaron P. Konah at Beepay; Darlington N. Massaquoi at Duo; Amara V. Kamara and Natalie J. W. Dainsee at Boe; Colson Zomie, Sr. at Kpablee; Darius W. G. Kuah at Zuolay; Gayduabay M. Korkorku and J. Nyanquo Kerbay, II at Lugbayee; Eric Z. Yormie and D. Sheraton Menubay at Garnwee/Zekepa; Joshua P. V. Perthan at Ganta; Nyamehnto Kiepeeh and Larry P. L. Zarwolo, Sr. at Cocopa; Jerome Sonyah in Nimba County; Donatus J. Cole at LAMCO/Yekepa; Kuku Paybayee at Sokopa; Staphus S. Wuozennneh at Bunadin; Cllr. Wilson S. Garpeh at Sanniquellie; and Raphael Donokolo at Garnwee-Zekepa.
In Bong County, Irine M. Giddings-Cole was appointed to Gbarnga City; Amos Kollie to Salala; Charles D. Gongar to Forquelleh; Nelson N. Konah to Zoweinta; Anna Bango-Stephens to Bobota; Benetta B. Weah and Patience S. Kessele to Gballatuah; and James Y. Smith to Sanoyea.
Lofa County received Christina K. Soriba for Salayea and Musa M. Sheriff for Wologisi, while Bomi County has Lee I. Barduae appointed to Tubmanburg.
In Grand Kru County, Othello S. Swen was appointed to Sasstown; Togba J. Greenfield to Barclayville; Eugene C. Toe to Ducor; and Joseph P. Wesseh to Wedabo.
River Cess County has Emmanuel S. Thomas appointed to Cestos and Mac-Arthur Marshall to Yarkpah Town.
In Gbarpolu County, A. Cash Zahn, Sr. was appointed to Weasua; Barsay T. Quaqua to Gbarma; and Atty. Julius D. Fannieh as Stipendiary Magistrate for Kimgbor.
The Executive Mansion said President Boakai expects the appointees to discharge their responsibilities with professionalism, integrity, diligence, and a commitment to the public interest.
Who is Mrs. Swen-Monmia
Ms. Euphemia Swen-Monmia, who is the Director of CBL’s Financial Markets Department, joined the CBL more than a decade ago. Her determination was pivoted on commitment and hard work with her eyes firmly set on the bigger picture. She rose from the position of management trainee at the Bank in 2010, and gradually steer her career on the path of being an outstanding professional.
In 2013, she became a Senior Bank Examiner & Registrar and later excelled through to become Assistant Director in the Regulation and Supervision Department by 2015.
Her tremendous performance as Assistant Director later earned her a transfer to the CBL’s Financial Markets Department, a newly formed department in 2017. Again, her hard work earned her a promotion to Deputy Director in January 2018 and then to Director-proper in July 2021.
Mrs. Swen-Monmia holds a master’s degree in development finance (University of Reading, United Kingdom), a graduate certificate in Capital Markets (George Washington University, Washington D.C., United States of America) and several diplomas/certificates (IMF, Toronto Center, and other monetary institutions).
She began her career with a bachelor’s degree in public administration from the African Methodist Episcopal University (AMEU) in Monrovia. She prides herself through exemplary advocacy for women, with her commitment to this cause dating back in 2006 when she served as gender officer of the Liberia National Student Union (LINSU) for three years before becoming the only female on LINSU executive council while serving as Assistant Secretary General for the student body.
