MONROVIA-The House of Representatives has mandated its Joint Committees on Education, Public Administration, Good Governance, and Ways, Means and Finance to review a draft bill seeking the establishment of the Legislative Institute of Liberia (LIL) and report back to Plenary within two weeks.
The decision followed the submission of the proposed legislation by Bong County Electoral District #7 Representative Foday E. Fahnbulleh, who is seeking to create a professional institution dedicated to legislative training, research, and policy development.
In a communication to Plenary, Representative Fahnbulleh formally submitted the draft legislation titled, “An Act to Establish the Legislative Institute of Liberia (LIL) as a Professional Training, Research, and Policy Institution of the Legislature.”
Presenting the proposal to fellow lawmakers, Fahnbulleh emphasized that the institute would operate as a semi-autonomous institution aimed at strengthening the capacity and effectiveness of the Legislature through education, research, and policy analysis.
According to the lawmaker, the proposed institute would provide professional development opportunities for members of the Legislature, legislative staff, and interested members of the public. The institution would also conduct independent research and generate policy recommendations to support informed decision-making and legislative reforms.
Fahnbulleh argued that the establishment of the institute would help improve legislative effectiveness, strengthen institutional capacity, and promote evidence-based policymaking within Liberia’s governance framework.
He further requested that the House formally receive and consider the bill and forward it to the appropriate committees for detailed review and recommendations.
The proposed Legislative Institute of Liberia is part of broader efforts to strengthen democratic institutions and enhance the performance of the country’s legislative branch through continuous learning, research, and professional development.
The Joint Committees are expected to conclude their review and submit a report to Plenary within the next two weeks for further legislative action.
