
President Joseph Nyuma Boakai, Sr. has announced a series of appointments affecting the National Investment Commission (NIC) and the Ministry of State for Presidential Affairs, while also establishing a high-level Project Steering Committee to oversee a major road infrastructure concession project across Liberia.
The appointments, announced Wednesday by the Executive Mansion, are part of the administration’s ongoing efforts to strengthen public sector performance and accelerate national development under the government’s ARREST Agenda for Inclusive Development.
At the National Investment Commission, Mr. Morley P. Kamara, formerly Economic Advisor to the President, has been appointed Chairman of the Commission. Ms. Caroline Bowah has been named Executive Director of the NIC.
Meanwhile, Hon. Jeff B. Blibo, who previously served as Chairman of the National Investment Commission, has been appointed Investment and Economic Advisor to the President at the Ministry of State for Presidential Affairs.
The President also announced the creation of a Project Steering Committee (PSC) tasked with providing strategic oversight for the pavement of approximately 255 kilometers of selected primary road corridors across the country.
According to the Executive Mansion, the committee will serve as the principal interagency body responsible for coordinating government activities and facilitating engagement with the concessionaire to ensure Liberia fulfills its obligations under the concession agreement.
The Ministry of Public Works will chair the committee, while the Ministry of Finance and Development Planning will serve as co-chair. Other members include representatives from the Ministry of State for Presidential Affairs, Ministry of Transport, Ministry of Justice, National Road Fund, National Investment Commission, Liberia Revenue Authority, and the concessionaire.
The government said additional ministries, agencies, and technical experts may be invited to participate in the committee’s work as needed.
Among its key responsibilities, the PSC will provide strategic guidance, oversee the implementation of government commitments under the concession agreement, facilitate interagency coordination, address operational challenges, and submit regular progress reports to the Office of the President.
The Ministry of Public Works will also function as the committee’s secretariat, handling meeting coordination, record keeping, and stakeholder communications.
President Boakai called on the newly appointed officials and committee members to perform their duties with diligence, professionalism, and dedication to national service.
The establishment of the steering committee underscores the administration’s commitment to ensuring the effective implementation of strategic investments and advancing critical infrastructure projects aimed at boosting economic growth and connectivity across Liberia.
